A journey with

Paul Labaleine

With three decades on the frontline of crisis management, my career has spanned across the robust fields of para-military operations and administrative leadership. I’ve navigated the complexities of risk in the ever-changing landscapes of the Seychelles, honing expertise that has helped secure our shores against the unpredictable.

Experience & Leadership

The Vanguard of Crisis Management

My tenure as the head of the Department of Risk and Disaster Management for 15 years stands as a testament to a life dedicated to safeguarding the community. Guided by a strategic vision and an unwavering commitment, my path has been one of continuous evolution, culminating in the development of Seychelles’ National Integrated Emergency Management Plan—a cornerstone during the unforeseen challenges of the COVID-19 pandemic.

Academic Foundations

Charting the Course with Knowledge

As the first Seychellois to earn a Master’s Degree in Risk, Crisis, and Disaster Management from the University of Leicester, UK, I brought back not just a degree, but a trove of insights and methodologies that have since been interwoven into the fabric of our national safety protocols.

International & Regional Collaboration

Building Bridges in Risk Management

The alliances I’ve forged with international and regional partners reflect a career built on the principles of cooperation and mutual progress. From the World Bank to the EU, and extending to SADC and the AU, these partnerships have been pivotal in strengthening our nation’s resilience.

A Personal Reflection

Leading with Confidence and Resilience

In the face of adversity, my role as a Leading Gold Commander during the COVID-19 crisis underscored my capacity to lead with confidence. The challenges were formidable, but so was our response—a response I navigated with the support of a formidable team, and a response that exemplified our collective resilience.

Closing Thoughts

Pride in Service

As I transition into this new chapter post-retirement, I carry with me the pride of service, the rewards of mentorship, and the satisfaction of leaving behind a legacy that will continue to protect and serve the community in times of need.
